Minutes taken at the Village Council meeting on 13 October 2022 in Fårö

  1.  The opening of the meeting 

Chairman Hans Rosengren opened the meeting and welcomed everyone. 

  1.  Election of secretary and adjuster 

 Lena Axedin was elected secretary and Eva Johansson as adjuster. 

  1. Previous protocol

  1. Accounting for the work with toilets and garbage 

See attachment where David Rutström reports on the work and Hasse Rosengren's distribution of payment for work performed. 

10 kbm of rubbish has been emptied every week during the months of June - August.  

What is new is that the toilets are open throughout the winter. Hasse will have supervision and care. One proposal is that Sylvi's Daughters also receive SEK 10,000 because they provide toilets for many visitors. 

             We need to organize so that all information benefits the public and 

             suggests that David Rutström's info page Fårö.se handles information and follow-up 

             of this next year. 

  1. Reporting of Summer Service - measures 

See appendix on summer service 2022 compiled by Hasse Rosengren and sent to Region Gotland as well as Reserve management report by David Ruthström. (which should 

supplemented by Fårö Framtid, chairman Ann Lindgren) Part of Fårö Framtid's report can supplement FUAB's report  

  1. Account of the work with ferries at Dämbavägen, Karlbjerga, Ava, Lansavägen, Marpes and Lauters 

       Silence: 1 by the diver Jan Jonsson, changes.  

       1 at Lena Broander exchange. 

       1 by Hilding Olofsson, is removed. 

       2 by Lasse Broman, is removed. 

       1 by Gunnar Johansson, exchange if the County Board gives a grant. 

       1 at Ryssnäs is removed. 

       Kalbberga: nearest main road, removed. 

       Ava:  2 at fam Ekstrand is removed.

       Lance Road:  1 at Lansavägen will be replaced if the road authority gives a grant. 

Lauter's Inn: 1 is removed if the landowner approves and the road authority provides financial support. 

Hasse takes care of the communication regarding the removal/replacement of the ferries with all owners. 

Gates are to be completed at Langhammarsvägen, the road to Helgumannen and at Dämbavägen. Bungesvets at Strå manufactures the ferries with concrete foundations. Hasse is the contact person against Bungesvets. 

  1. Road association - how do we proceed? 

State and municipality take less and less responsibility for Sweden's small roads and encourages local road associations to take over. There are currently around 1,400 properties on Fårö. Hasse Rosengren prepares a letter to everyone who has fiber and informs them about possibly creating a road association for Fårö. The aim would be to create a board that can organize itself, work long-term and at the same time have a good overview of the roads and be able to act quickly in the event of deficiencies. Hasse also wishes to receive a mandate for the continued collaboration with Region Gotland to be able to report work and costs over a 10-year period. 

  1. The letter to the ferry company 

Continued communication with the Swedish Transport Administration and Fårösundsleden's head Tomas Nyman if the ferry traffic is necessary. We would like continued dialogue about priority travel, toilets on board, double travel when cars are left behind and the times for food breaks at 9.00 and 12.30, which we believe make life difficult for the people of Fårö in many ways. We will clarify our needs with the Region through Malena Bendelin, who is well versed in the problem. 

             The village council appoints chairperson Ann Lindgren in Fårö Future to remain as 

             contact person with the above concerned. Ann is a member of and has continuous contact 

             with the association Skärgårdsgruppen, which handles all contact and information with everyone 

             ferry locations in Sweden and reports directly to the Transport Committee. 

  1. The cycle path Sudersand-Ekeviken: Objective? 

Discussions are ongoing with Lars Söderlund at the Swedish Transport Administration, who has promised several times to visit Fårö and discuss the situation around non-existent cycle paths. There is interest, but a time for a meeting has not yet been scheduled. The region receives SEK 275 million for all types of development around roads and cycle paths and prioritizes paths and viaducts in Visby. 

In Fårö, we need to prioritize the cycle path from Eke kors to Ekeviken as well as the road to Sudersand and also restoration work on the road past Restaurangerna Carlssons to ToDo. The small road is under all criticism and must be fixed as soon as possible. 

The community S5/12 has proposals for cycle paths and Bengt Öberg informs about a plan for a cycle path from Eke cross with a turn to the right at the old "coist path", further through Kajsa's pasture and the road down to the sea. Plans are also available on the gravel cycle path from the museum, Ekeviken, on the left side by the sea, to Fifang. Bengt Öberg undertakes to calculate the cost of the project. Bengt and Hasse examine the possibilities of seeking money and talk to Malena Bendelin about the Region's possible support for building the Fårö cycle path. 

  1. Other questions - information about Fårö's association work. 

FUAB: Chairman Frans Brozen says that the swamp must be cleared of sludge and the vegetation must be removed. This is so that the swamp water can be used for gray water. The county board will send a representative in Nov -22 to inform about how to work further with that challenge and tell us where we can apply for money to carry out the work. 

LRF: Birgitta tells us that the health management in the Lova project continues. 

Sports Association:  Bear do not have any new information to share. 

Fårö Church: Aina tells us that a new roof has been put on Kölnu and that the church is closed except on major holidays. Regular services are held in the parish hall. Plans for an introductory meeting with new movers are available for next spring. 

Lauter's Fishing Association: The PO tells us that Lauter's guest harbor is always open with toilets and parking space. 

Village Hall: Göran informs about the autumn market on November 5. Cooperation with Länsteatern is ongoing. Film screen and image canon is addressed by Fåröfiber as support for Bygdegården. 

The community S5/12: Bengt tells us that the revenue at Sudersand's parking has decreased by 15 %. Discussions are ongoing about hiring Securitas and Parkster and not employing young people. Planning is underway for the preparation of all three car parks at Ekeviken. Improvement of signage and introduction of Parkster there as well. Hasse has arranged for Anna-Lena Fritz to discuss the parking spaces during visits. Removal of young pine trees must take place at the beach forest, Ekeviken. The Swedish Road Administration must clear the ditches this winter.  

SPF:  Eva talks about the successful 50th anniversary at Bygdegården this summer. The board works actively with various events and notifies the members continuously. 

Fårö Future: Lena says that the board continues with its tasks regarding cycle paths, contact with the Swedish Transport Administration and the management of the ferry, and that the planning for next year's guide is in full swing. A well-executed "Fårönatta" must be evaluated with David at the meeting on Nov. 3. 

Fårö Fiber: Hasse says that Fårö Fiber currently has 911 subscriptions, of which 18 were added during the summer, further connections will take place in the autumn and 10 are on the waiting list. 

  1. Hasse thanks the participants for their interest and announces that the next meeting will take place after the New Year.
